NDDC discuss their response to the DTI

North Devon District Councillors met to discuss the Fullabrook proposal in November. The agenda of the meeting can be found on the North Devon District Council web site | Schedule of Planning Applications for Consideration.

The Council recommended to the DTI that the application be refused for the following reasons:-

1. Whilst it is recognised that the application site falls largely within the Area of Search for Strategic wind based energy production as shown in the Adopted Devon Structure Plan 2001 to 2016, in the opinion of the Local Planning Authority, the possible renewable energy and socioeconomic benefits of the development are outweighed by the adverse impact of a development of this scale on the character and setting of the North Devon Landscape Character Zone, the designated North Devon Area of Outstanding Natural Beauty and the Area of Great Landscape Value and, as such, would be contrary to the provision of Devon Structure Plan policies, the Adopted North Devon Local Plan and policies of the North Devon Local Plan Revised Deposit.
2. In the opinion of the Local Planning Authority, the proposal is at variance with Policy CO12 of the Devon Structure Plan 2001 to 2016, Policy DCR1 of the Adopted North Devon Local Plan and Policy ECN15 of the North Devon Local Plan Revised Deposit, by virtue of:
   
   1. the adverse impact on the surrounding area of the proposal, and its infrastructure, in terms of landscape and historic environment,
   2. the adverse impact on the amenity of those who live and work in the locality, including those employed in tourism, by virtue of both visual impact and noise.
3. In the opinion of the Local Planning Authority, the proposal will adversely affect the historic environment, by harming the setting of nearby listed buildings, Conservation Areas and an historic park, contrary to Policy CO7 of the Devon Structure Plan 2001 to 2016, policies DB1 and DB3 and DB6 of the North Devon Local Plan and policies ENV15, ENV16 and ENV17 of the North Devon Local Plan Revised Deposit
